John Rector joined the staff of the Senate Judiciary Committee's Subcommittee to Investigate Juvenile Delinquency as deputy chief counsel in 1971, was appointed by the chairman, Senator Birch Bayh, to the position of staff director and chief counsel in 1973, and in 1977 was confirmed by the Senate to head the Law Enforcement Assistance Administration Office of Juvenile Justice. The nearly 300 photos in this collection document his work with Senator Bayh.
